Eugenio Ramirez Ballagas completed a Bachelor Degree in Environmental Design University of Puerto Rico and a Master in Architecture in Virginia Tech. He received his degree in 1999. He worked for Sand Studios and Lundberg Design in San Francisco California from 2000 until 2002. In Puerto Rico he worked for the State Historic Preservation Office (PRSHPO) as a Project Manager, Luis Flores Arquitectos and Fuster and Partners from 2003 until 2006 prior to establishing his own practice Eugenio Ramírez Ballagas Arquitectos (ERB arquitectos) fn San Juan Puerto Rico in 2008.

ERB arquitectos has received several award from the AIA Puerto Rico and Florida as well as from the Colegio de Arquitectos y Arquitectos Paisajistas de Puerto Rico.

He has been professor of architecture at the School of Architecture of the University of Puerto Rico, the Pontifical Catholic University of Puerto Rico, the Polytechnic University of Puerto Rico and at the International School of Design and Architecture of the Universidad Ana G. Mendez in Puerto Rico. Eugenio Ramirez served as the AIA Puerto Rico Chapter President from January 2020 until 2021.

He is currently serving at AIA National Strategic Council since December 2023, also he serves in the Architectural Advisory Board of Virginia Tech since January 2024.
